Security Personnel Emergency Response: OSHA and its State Plan partners help set and implement na<onal safety and health standards for emergency responders. Foremost among these standards is the Hazardous Waste Opera<ons and Emergency Response standard of 29 CFR 1910.120(q).

Security designed for the healthcare facility presents a unique challenge.  It is considered a specialized area of the industry.  The main threats in a healthcare environment are insider/employee theft, outsider/visitor theft, threats against patients or staff, and crimes of opportunity.

Workplace violence is any act or threat of physical violence, harassment, intimidation, or other threatening disruptive behavior that occurs at the work site. It ranges from threats and verbal abuse to physical assaults and even homicide. It can affect and involve employees, clients, customers and visitors. Homicide is currently the fourth-leading cause of fatal occupational injuries in the United States. According to the Bureau of Labor Statistics Census of Fatal Occupational Injuries (CFOI), of the 4,547 fatal workplace injuries that occurred in the United States in 2010, 506 were workplace homicides. Homicide is the leading cause of death for women in the workplace..

Weapon of mass destruction (WMD), weapon with the capacity to inflict death and destruc<on on such a massive scale and so indiscriminately that its very presence in the hands of a hostile power can be considered a grievous threat. Modern weapons of mass destruction are either nuclear, biological, or chemical weapons —frequently referred to collectively as NBC weapons. See

TWIC (Transportation Worker Identification Credential) is a common identification credential for personnel requiring unescorted access to secure areas of MTSA (Maritime Transportation Security Act), regulated facilities and vessels, and all mariners holding Coast Guard issued credentials or qualification documents.  Controlling access to secure areas is critical to enhancing port security.

Individuals who meet TWIC eligibility requirements are going to be issued a tamper-resistant credential containing the worker’s biometric (fingerprint template) to allow for a positive link between the card and the individual.

Identification Procedures for Personnel Screening

Workplace security is essential. It does not only give a sense of security and safety to both employees and customers, but it also reduces liabilities and other unanticipated expenses. Hence, security personnel must be knowledgeable and well-equipped with skills they need to keep a business facility safe - one way is to screen everyone entering the facility. 

All persons entering a facility should possess and show a valid photo I.D. card to gain facility access. Individuals arriving by motorcycle should remove helmets to assist in identification. Security personnel or competent authority should verify that I.D. card matches the person presenting it.

The new definition of "facility" has been expanded to include:

• Barge fleeting facilities that receive barges carrying combustible or flammable liquid cargo in bulk.
• Certain dangerous cargo and certain bulk dangerous cargo.
• Facilities that receive vessels that carry more than 150 passengers.
• Facilities that receive vessels, (U.S. and foreign), that are subject to SOLAS (Safety of Life at Sea).
• Facilities that receive cargo vessels greater than 100 gross tons on international voyages, including the Great Lakes.

When terrorists or criminals are going to target a facility, they are not going to walk up to the gate office or gangway of a ship and ask to come onboard to commit a heinous crime. Terrorists are intent on causing massive casualties and as much damage as they can. They will not want to get caught before they get to their main objective.

"Bloodborne pathogens are infectious microorganisms in human blood that can cause disease in humans. In order to reduce or eliminate the hazards of occupational exposure to bloodborne pathogens, an employer must implement an exposure control plan for the worksite with details on employee protection measures. The plan must also describe how an employer will use engineering and work practice controls, personal protective clothing and equipment, employee training, medical surveillance, hepatitis B vaccinations, and other provisions as required by OSHA's Bloodborne Pathogens Standard. 1910.38 Emergency Action Plan: Having an action plan is an important part of emergency preparedness. However, merely writing one isn’t enough. You also have to make sure it is workable.

When you’re behind the wheel of a car – whether alone or with passengers – driving safely should always be your top concern. We’re more distracted than ever, so it’s crucial to know the basics of safe driving and practice them every time you’re on the road.

Back injuries are major safety hazards at the workplace. Bureau of Labor Statistics (BLS) shows that more than one million workers suffer back injuries each year. 75% of these occurred while the employee was lifting. Using proper lifting techniques can help prevent downtime due to avoidable back injuries. Though, no approach will completely eliminate back injuries, a substantial portion can be prevented by incorporating effective administrative controls and engineering controls. Training employees to utilize lifting techniques that place minimum stress on the lower back can go a long way in reducing the back injury incidents.

Disaster management (or emergency management) is the creation of plans through which communities reduce vulnerability to hazards and cope with disasters.[1][2] Disaster management does not avert or eliminate the threats; instead, it focuses on creating plans to decrease the effect of disasters. Failure to create a plan could lead to human mortality, lost revenue, and damage to assets. Currently in the United States 60 percent of businesses do not have emergency management plans. Events covered by disaster management include acts of terrorism, industrial sabotage, fire, natural disasters (such as earthquakes, hurricanes, etc.), public disorder, industrial accidents, and communication failures.

An Active Shooter is an individual actively engaged in killing or attempting to kill people in a confined and populated area; in most cases, active shooters use firearms(s) and there is no pattern or method to their selection of victims.

Active shooter situations are unpredictable and evolve quickly. Typically, the immediate deployment of law enforcement is required to stop the shooting and mitigate harm to victims.

Because active shooter situations are often over within 10 to 15 minutes, before law enforcement arrives on the scene, individuals must be prepared both mentally and physically
to deal with an active shooter situation.

Conflict resolution, otherwise known as reconciliation, is conceptualized as the methods and processes involved in facilitating the peaceful ending of conflict and retribution. Committed group members attempt to resolve group conflicts by actively communicating information about their conflicting motives or ideologies to the rest of the group (e.g., intentions; reasons for holding certain beliefs), and by engaging in collective negotiation.

Accidents involving 18-wheelers and buses often have very tragic consequences.  Considering the size, speed, and cargo of these vehicles, accidents and security involving large commercial motor vehicles and buses involve forces that oftentimes lead others involved in these accidents to be seriously injured or killed.

A crowd is best described as a number of persons temporarily congregated in an area.  It could happen due to different reasons.  There are different types of crowds.  "Crowd control is a public security practice where large crowds are managed to prevent the outbreak of crowd crushes, affray, fights involving drunk and disorderly people or riots.

Crowd crushes in particular can cause many hundreds of fatalities.[1] Crowd control can involve privately hired security guards as well as police officers. Crowd control is often used at large, public gatherings like street fairs, music festivals, stadiums and public demonstrations. At some events, security guards and police use metal detectors and sniffer dogs to prevent weapons and drugs being brought into a venue."

1910.39 -Fire safety is important business. National Fire Prevention Week is intended to focus on the importance of fire safety in the home, in schools and at work. But workplace fire safety is the Occupational Safety and Health Administration's (OSHA) principal focus and saving lives and preventing injuries due to fire is a key concern. According to National Safety Council figures, losses due to workplace fires in 1988 totaled $3.1 billion. Of the more than 5,000 persons who lost their lives due to fires in 1988, the National Safety Council estimates 360 were workplace deaths. When OSHA conducts workplace inspections, it checks to see whether employers are complying with OSHA standards for fire safety. OSHA standards require employers to provide proper exits, fire fighting equipment, emergency plans, and employee training to prevent fire deaths and injuries in the workplace

A bomb threat or bomb scare is a threat, usually verbal or written, to detonate an explosive or incendiary device to cause property damage, death, injuries, and/or incite fear, whether or not such a device actually exists.

"A pipe bomb is an improvised explosive device, which uses a tightly sealed section of pipe filled with an explosive material. The containment provided by the pipe means that simple low explosives can be used to produce a relatively large explosion, and the fragmentation of the pipe itself creates potentially lethal shrapnel. Premature detonation is a hazard of attempting to construct any homemade bomb, and the materials and methods used with pipe bombs make unintentional detonation incidents common, usually resulting in serious injury or death to the assembler. In many countries, the manufacture or possession of a pipe bomb is a serious crime, regardless of its intended use."

1910.151 -  First Aid Training Course includes any one-time treatment and follow-up for observation of minor injuries, including cuts, abrasions, bruises, first-degree burns, sprains, and splinters. Injuries or illnesses requiring only first aid are commonplace. One or more workers should be properly trained to administer basic first aid, including CPR. Hazard Communications - In order to ensure chemical safety in the workplace, information must be available about the identities and hazards of the chemicals. OSHA's Hazard Communication Standard (HCS) requires the development and dissemination of such information: Chemical manufacturers and importers are required to evaluate the hazards of the chemicals they produce or import, and Prepare labels and material safety data sheets (MSDSs) to convey the hazard information to their downstream customers. All employers with hazardous chemicals in their workplaces must have labels and MSDSs for their exposed workers, and train them to handle the chemicals appropriately

Hearing Conservation - Every year, approximately 30 million people in the United States are occupationally exposed to hazardous noise. Noise-related hearing loss has been listed as one of the most prevalent occupational health concerns in the United States for more than 25 years. Thousands of workers every year suffer from preventable hearing loss due to high workplace noise levels. Since 2004, the Bureau of Labor Statistics has reported that nearly 125,000 workers have suffered significant, permanent hearing loss. In 2009 alone, BLS reported more than 21,000 hearing loss cases.

Introduction to HazWoper - The purpose of this unit is to give trainees a general understanding of what “HAZWOPER” means, the purpose of the OSHA HAZWOPER Standard, and the requirements associated with safety and health training and medical surveillance. At the conclusion of this unit, trainees will know what “HAZWOPER” means and the purpose of the OSHA HAZWOPER Standard. They will also have a general understanding of chemical hazards, control measures, and the basic requirements of emergency response training.

Written reports are used by employers for a multitude of proprietary reasons. In the area of security, reports are frequently used for evaluation of how well the client’s assets are being protected by the security force.

Written reports  preserve information, aid supervision, and provide a documented set of facts essential to the functioning of others not at the scene of the incident. CFATS - Chemical Facility Anti Terrorism Standards

In Section 550, of the Homeland Security Appropriations Act of 2007, Congress gave the Department of Homeland Security all regulatory authority over security at high risk chemical facilities. In the act, Congress instructed DHS to require all high risk chemical facilities to complete a security vulnerability assessment, develop site security plans and implement protective measures to fulfill DHS - defined risk based performance standards.

"MARSEC (MARitime SECurity) is the three-tiered United States Coast Guard Maritime Security system (alert state) designed to easily communicate to the Coast Guard and the maritime industry pre-planned scalable responses for credible threats. The OSHA Office of Statistics reports that 40 percent of employees injured at work have been on the job less than 1 year. New hires need to be made aware of how serious safety training is right from the start. While there is no specific requirement for new hire safety orientation, many training requirements explicitly state that training must be provided to new employees.

Since these devices are non-standard, there are no specific guidelines to positively identify or categorize them.

Universal waste is a category of waste materials designated as "hazardous waste", but containing materials that are very common. It is defined in 40 C.F.R. 273.9, by the United States Environmental Protection Agency but states may also have corollary regulations regarding these materials.

Waste management is the collection, transport, processing or disposal, managing and monitoring of waste materials. The term usually relates to materials produced by human activity, and the process is generally undertaken to reduce their effect on health, the environment or aesthetics. Waste management is a distinct practice from resource recovery which focuses on delaying the rate of consumption of natural resources. All waste materials, whether they are solid, liquid, gaseous or radioactive fall within the remit of waste management.
